Overview

The Sr. Manager, Payroll Compliance is responsible for Payroll system support and the daily operation of data collection, garnishment processing and issuing of payroll checks for approximately 22,000 associates of the ODP Corporation, in multiple legal entities, in excess of $1 billion annually. This role will review, approve and assist in reporting payroll tax withholdings for Federal , State and local municipalities as well as handle complex tax issues to ensure ODP is in legal compliance. This position is a subject matter expert with all Payroll related functions, processes and legislative rulings. This position contributes to continuous process improvement by managing through system and process implementations, upgrades and the sharing of best practices for improved business results.  This position plays an integral role in problem solving, implementation and support of all HR, Tax, Accounting and Payroll related initiatives that require Payroll support. This position will lead and develop a team of highly skilled Payroll professionals. 

Responsible for reviewing monthly journal entries and account reconciliations to ensure that deadlines are met, and existing accounting processes and policies are carried out.  Provide analytical review of P&L and Balance sheet Payroll items. Manage internal and external SOX and Financial control audits for Payroll. Provide guidance to payroll accountant in researching and resolving accounting inquiries, document and maintain adequate and effective payroll internal controls & support system implementations as they relate to Payroll Accounting.

 

Primary Responsibilities:

  • This position is critical to contribute to continuous process improvement by managing through implementations, upgrades and the sharing of best practices for improved business results.  This position plays an integrative role in problem solving, implementation and support of all HR, Tax, Accounting and Payroll related initiatives that require Payroll support. 
  • Ensure timely processing on all payroll related tax withholding payments for 49 US states and Puerto Rico (including local taxes).  Direct contact for all Payroll tax audits.
  • Handle extraordinary payments for Executive, Highly Compensated employees and Expatriates.  This includes and is not limited to various stock option programs, deferred compensation payments and other misc. items.
  • Oversee daily work activities for current direct reports (approximately 8-9) who are responsible for processing special payments, prepare tax filing for US, supporting and testing any tax or system upgrades and processing court orders such as child support and tax levies (approximately 1,700 active court orders) and assist team with associate issues escalated to management. 
  • Responsible for reviewing monthly journal entries and account reconciliations to ensure that deadlines are met, and existing accounting processes and policies are carried out.  Provide analytical review of P&L and Balance sheet Payroll items.  Provide guidance to Payroll Accountant in researching and resolving accounting inquiries.  Document and maintain adequate and effective payroll internal controls and support system implementations as they relate to the payroll compliance areas.
  • Assist with Legal compliance inquiries for employee related issues (i.e.: subpoenas, class action lawsuits, internal investigations, etc.).  Provide documentation or other support as needed
  • Manage internal and external SOX and Financial audits for Payroll.  Review SOX documentation and coordinate testing with internal and external audit teams.
  • Review payroll related newsletters for to keep up to date with changes to Payroll regulations. Update team or external customers of any changes that directly impact them.

 

Education & Experience:

  • Bachelor's Degree in Finance, Accounting and Tax/Labor Laws
  • Four to seven years’ experience and/or training in in-house payroll processing for multi-state employer
  • CPP preferred
  • Knowledge of Financial and Human Resources systems i.e.: Oracle HCM - Cloud, Oracle Finance, KRONOS, JDA, Microsoft Office Applications.
  • Exceptional judgment skills with strong decision-making ability.  Exceptional knowledge of the system, tax, legal and labor laws.
  • Exceptional customer service skills, innovative thinking and experience with an emphasis on maintaining confidential information.
