Overview

The Senior Benefits Consultant will partner with Director, and Senior Manager to determine long-term strategy for benefits and continuously evaluate all health & welfare and retirement benefits plans to ensure they are compliant, cost effective, competitive, and meet the needs of both the Company and Associates.  They will partner with Human Resource Business Partners to ensure that leave programs (FMLA and ADA) are managed in compliance with state and federal laws, along with required state disability set up.

The Consultant will Co-lead on the annual enrollment process, working with the third-party administrator and Sr. Manager, Benefits to ensure accurate system configuration, testing, communications, and post-enrollment audits and communications are completed in a timely manner.

They will work with the Director in the oversight and management of the Federation group 401(k) retirement plans, including testing and compliance. Compliance oversight of the US and Puerto Rico plans will also be required.

Relies on extensive experience and judgement to plan, meet deadlines, and accomplish goals.

Primary Responsibilities:

  • Annual Enrollment and Vendor Renewals - Co-lead with the annual enrollment process. Provide all requirements to third-party administrator for new plan year, review and approve the enrollment rules, rates, website content, literature, system testing and auditing prior to annual enrollment launch. Create educational materials and communicate benefits options. Responsibility includes meeting all established deadlines; otherwise, annual enrollment is compromised. Conduct required post-enrollment audits to ensure no disruption to associates.
  • Participate in strategy discussions, benchmarking reviews, and the RFP process with H&W brokers on potential plan design changes, vendor changes or program changes. Analyze and lead efforts through the implementation of new carriers and/or programs.
  • 401(k) Plan Compliance – Co-lead in oversight of 401(k) plans, most specifically the Federation Group 401(k) plans.  Works with plan auditor through annual audit process for US and Puerto Rico plans.
  • Communications – Responsible for ensuring plan summaries and documents are updated within applicable website (NetBenefits, internal Sharepoint, MyQHealth).  Partner with Sr Manager to develop a communication strategy to educate associates of the Company’s benefit programs with newsletters, targeted emails, new hire orientation, etc.  Work closely with Corporate Communications for distribution of benefits announcements, changes, deadlines, etc.
  • Leave of Absence Management – Partner with HR Business Partners and external vendor(s) to ensure that Leaves of Absence, state-mandated paid family leave and state disability insurance are set up appropriately and managed in accordance with compliance standards across the applicable state, local and federal laws. Provide any required quarterly and year-end reporting to Payroll.
  • Executive Benefits – Back-up for executive new hire orientations, and available for one-on-one meetings when requested.  Subject matter expertise for all executive programs to respond to any inquiries.
  • Affordable Care Act – Provide expertise in ACA compliance knowledge and support. Responsible for annual configuration setup in third-party ACA platform, including FEINs, control groups, measurement periods and affordability settings, year-round maintenance correcting any data errors, year-end coordination, testing, approval, and submission of files for 1095-C printing/mailing and subsequent IRS filing.

 Education and Experience:

  • Level of Formal Education: Bachelor's degree or equivalent experience
  • Area of Study: Human Resources, Business Administration
  • Years of Experience: Minimum 8-10 years of experience in related field
  • Type of Experience: 8-10 years of hands-on benefits administration experience in a large, high-growth organization supporting all activities surrounding health, wellness, and retirement plans.
  • Must have a working knowledge of government regulations that apply to benefit programs (Section 125, ERISA, COBRA, HIPAA, PPACA, DOL, IRS, etc.) and Federal and State mandated leaves (FMLA, CFRA, PDL, ADA, etc.). 
  • Experience with multi-state operations and EINS, along with self-funded programs/plans a plus.
  • Experience working with cross-functional teams
  • Special Certifications:    
    • Technical Competencies & Information Systems: Knowledge of HRIS and payroll processes, along with proficiency in Microsoft Office required.  Oracle experience desirable.
    • Ability to use HCM system to create benefits reports and metrics.
    • Advanced Excel skills, including functions, formulas, and pivot tables to analyze data and create reporting.
  • Skills & Abilities:
    • Exceptional written, verbal and interpersonal communication skills to deal effectively with all levels within the organization.
    • Partner with Sr Manager and Appeals Committee as applicable to manage fiduciary obligations by researching, evaluating, and drafting responses to ERISA eligibility and enrollment appeals from participants.
    • Proven project management skills with ability to manage multiple projects, initiatives, and deadlines concurrently.
    • Excellent presentation skills with proficiency in creating and delivering presentations and executive dashboards to various audiences including senior management and/or business leaders.
    • Ability to handle sensitive and confidential information.
    • Self-directed, motivated, dependable, detail-oriented, and strong team player, with a continuous improvement mindset, along with ability to prioritize and execute multiple tasks and projects in a dynamic, deadline-oriented environment.
  • Personal Attributes & Other/Preferred: Self-starter and exceptional initiative
